For anyone who follows the progress of the Kyoto treaty (a treaty that the US rejected), this article may be of interest to you.
Basically it says that Russia has put the kibosh on ratifying the Kyoto protocol. I'm not 100% clear on all the details of the protocol, but apparently a certain percentage of the countries involved had to ratify it for it to become international law (it is a treaty sponsored by the UN). A few 3rd world countries have rejected it, the US has, and now with Russia is rejecting it - essentially killing the treaty in its current form.
The article itself is actually quite fascinating. If you have more interest in this type of thing, a look at the recent flap over a book by Bjorn Lomborg on the subject of climate change may also worth looking into. A wealth of information on the subject can be found here. It's a fascinating story and one that deserves some attention if for no other reason than to observe how difficult it is to have a dissenting opinion in the scientific community. Something Thomas Kuhn would agree with (not that I recommend reading the book - it is incredibly boring - but his point is well argued.
