October is going to be darker. The famous "light beams" won't be there. I'd recommend contacting a tour company up here - they'd probably know the most about changing light conditions.

Just spoke with a ranger up at Hite today, and the lake is up to the bottom of the paved launch ramp, and you can launch power boats there now.

Up 30 feet from the low point this year. Highest its been in about 7 years. Water is actually in the spillways (though not going through them).

Lots of freaking water.
No gauges for Tsegi Canyon, but Page, Tuba, and Kayenta all report 3+ inches of rain in the last 24 hours. My guess is that Tsegi is flowing pretty hard.
